Saint-Étienne sits south-west of Lyon in the Loire département, on one of the alternative routes towards the Massif Central and the south. It operates a low-emission zone around the clock, but that zone is aimed squarely at commercial traffic: cars and motorcycles are excluded from it.

Saint-Étienne ZFE zone boundaries

The Saint-Étienne Métropole ZFE covers the central urban area, and access is regulated 365 days a year, seven days a week, 24 hours a day. There is no off-peak or weekend window, which makes it one of the more continuously applied zones in France even though its scope is narrow.

What is banned

The scope is the important part, and it is unusual:

• Heavy goods vehicles, vans and small vans carrying Crit’Air 4 or Crit’Air 5, plus unclassified commercial vehicles, are banned.
• Cars and motorcycles are excluded from the scheme and may circulate freely, whatever their Crit’Air band, outside pollution episodes.

From 1 January 2027 the restriction extends to Crit’Air 3 in those same commercial categories. Cars are not part of that step either, on current plans.

The pollution-episode exception

There is one circumstance in which your car’s band does matter in Saint-Étienne. The exclusion of cars and motorcycles applies outside pollution peaks. When an episode is declared, the prefecture can impose temporary differentiated circulation that does reach private vehicles, and those decisions are taken at short notice.

This is the same mechanism that operates across France, and it is the honest reason to hold a sticker even for cities that do not restrict cars day to day. An episode typically lasts one to three days and is announced through local media and roadside signage. If you are caught in one without a sticker, you have no way to demonstrate your category.

Where the real restrictions are, an hour north

Saint-Étienne’s near neighbour is the reason most UK drivers end up thinking about Crit’Air on this route at all.

Lyon, about an hour north, bans Crit’Air 3, 4, 5 and unclassified vehicles, cars included, around the clock. It sits on the A6 and A7 with no motorway bypass, which makes it the single strictest zone most UK drivers encounter. Grenoble, to the east, also reaches Crit’Air 3 for cars, though only Monday to Friday between 7am and 7pm.

So the contrast within a hour’s drive is stark: a Crit’Air 3 diesel can drive freely through Saint-Étienne at any hour and is barred from Lyon at every hour. If your route south takes in both, plan for Lyon.

Driving through rather than to

Saint-Étienne is rarely a destination for UK visitors. Where it earns attention is as part of a route that skirts Lyon: the A72 links it westward towards Clermont-Ferrand and the A75, which is the main toll-free way south through the Massif Central for drivers who cannot enter Lyon.

Clermont-Ferrand’s own zone also exempts private cars and excludes motorways, so that whole corridor works for an older vehicle. It is one of the few genuinely usable routes to the Mediterranean for a Crit’Air 3 or 4 car.

Fines and enforcement

For the vehicles actually covered, failing to display a valid sticker carries €68 for a utility vehicle and €135 for a heavy goods vehicle. Since private cars are outside the scheme, there is no car sticker fine to incur here in normal conditions.
