Crit'Air Sticker for Rouen - UK Driver's Guide 2026

Rouen is the historic capital of Normandy and sits on one of the most popular routes for UK drivers heading from the Channel ports to Paris or the Loire Valley. The city introduced its low-emission zone in January 2024, and you need a Crit’Air sticker to drive in the city centre.

Rouen ZFE zone boundaries

The Métropole Rouen Normandie ZFE covers the central area of Rouen on both banks of the Seine. The zone includes the historic right-bank city centre with the cathedral, the Vieux-Marché area, the Gare de Rouen-Rive-Droite railway station, and the main commercial districts. On the left bank, the industrial and residential areas around Saint-Sever are also within the zone.

The boundary broadly follows the inner boulevards and the Seine riverbanks. The main bridges crossing the Seine within the city are inside the ZFE. The Jardin des Plantes and the CHU hospital area on the southern edge are at the zone boundary.

What is banned

Rouen currently bans Crit’Air 5 and unclassified (pre-1997) vehicles. The zone operates at all times. Like Rennes, this is one of the less restrictive ZFEs, but further tightening to include Crit’Air 4 is expected.

On the route from Dieppe

Rouen is just 60 km (37 miles) south of the Dieppe ferry port, making it the first major city that many UK drivers encounter after disembarking the DFDS ferry from Newhaven. The N27 road from Dieppe leads directly into the city centre and the ZFE. If you are continuing to Paris, you can use the A13 motorway to bypass the city, but many drivers stop in Rouen to break the journey or visit the city.

The cathedral and old town

Rouen’s Gothic cathedral, famously painted by Monet, and the surrounding old town with its half-timbered medieval buildings are the city’s main attractions. The Place du Vieux-Marché, where Joan of Arc was burned at the stake, and the Gros-Horloge astronomical clock are all within the ZFE. There is no way to drive to these attractions without entering the restricted zone.

Seine river crossings

All bridges across the Seine within central Rouen are inside the ZFE. If you need to cross the river without entering the zone, you must use the A13 motorway bridge to the west or routes further downstream. This is worth noting if you are travelling between the north and south banks of the city.

Fines and enforcement

Driving without a valid Crit’Air sticker in Rouen’s ZFE carries a fine of EUR 68 for cars and motorcycles, reduced to EUR 45 if paid within 15 days. Enforcement uses a combination of police roadside checks and camera-based number plate recognition, particularly on the main approaches from the motorways and the Dieppe road.
